Larry Grant is a co-founder of the EnProVera Corporation. He has 40 years of experience in the U.S. Air Force and in the government contracting industry providing distinguished service to the United States and to the United States Government. Larry gained significant expertise performing such roles as managing an oversea’s DoD clandestine facility upgrade and operation, conducting clandestine overseas operations, authoring a highly classified study of a foreign nation’s technical capabilities, architecting intelligence systems support to combat operations, and performing in senior and executive leadership roles in companies providing services and solutions to U.S. Government agencies and to the DoD.
Prior to founding EnProVera, Larry served for seven years as the President and Chief Operating Officer of KGS, a wholly owned government contracting subsidiary of Kforce, Inc. He also served on the Executive Committee for Kforce, a billion-dollar professional staffing company. Prior to KGS, Larry was the Southern Region Director for the National and Defense Intelligence Solutions Division of General Dynamics Information Technology with responsibility for the Southeast U.S., Cuba, and the Middle East.
Larry served in the U.S. Air Force for 20 years as an Intelligence Officer and Communications-Computer Officer with continental United States and overseas assignments. He culminated his military career at U.S. Central Command in support of Operation Enduring Freedom and Operation Iraqi Freedom. Larry was awarded the Defense Superior Service Award.
Larry has a Bachelor of Science Degree from Troy University and a Master’s Degree from Webster University. He is a graduate of Squadron Officers School, Air Command and Staff College, Joint Forces Staff College, and the Carnegie Mellon Software Engineering Institute.
Larry is a member of the Cheroenhaka (Nottoway) Indian Tribe of Southampton County, VA, whose existence is recorded as early as 1608 by members of the Jamestown Colony. His ancestral relatives were Chief Men of the Tribe.
Bill Carroll is a co-founder of the EnProVera Corporation. He has 52 years of distinguished service and experience in law enforcement, homeland security, the U.S. Government, and the government contracting industry. Bill’s career has included numerous high-profile cases and operations ranging from supervising the Cuban Refugee Mariel Boatlift at Ft Chaffee, AR to initiating, participating in, and supervising Operation Handlebar, a highly sensitive undercover operation investigating Asian and Italian organized crime elements in the Southern District of New York. For his success with Operation Handlebar, Bill received the U.S. Attorney General’s Distinguished Service Award, the highest award for law enforcement within the Department of Justice. He also has 24 years of exceptional service in senior and executive leadership positions in the government contracting industry.
Prior to founding EnProVera, Bill was the owner and managing partner of Strikeforce Consulting, providing premiere consultation on Homeland Security. Before founding Strikeforce Consulting, Bill was the Senior Vice President, Homeland Security, for SAIC, responsible for executive representation to DHS and the strategic development of solutions and services and opportunities for DHS. Bill served as Vice President, Federal Sector for KGS, Director of Civilian Business Development for EMC, and Managing Director of Business Development for Harris.
Bill served in the Immigration and Naturalization Service (INS) for 26 years. During his years of distinguished service, Bill was the Director of the Washington DC District Office and Deputy Director of the Los Angeles District Office.
Bill has a Bachelor of Arts Degree from St. Francis College. He is a graduate of the Department of Justice Executive Leadership Development and the Office of Personnel Management Government School of Leadership.
Bill is a Strategic Advisor to the Government Technology & Services Coalition and the American Society of Industrial Security, a member of the International Association of Chiefs of Police, Fraternal Order of Police, Department of Homeland Security Immigration and Customs Enforcement Innovation Council, Homeland Security Forum, Former 1811 Federal Law Enforcement, Friends of the FBI Forum, Association of Former U.S. Immigration Officers, and the U.S. Chamber of Commerce Cybersecurity Working Group. Bill has also been the Chairman of the Homeland Security Committee for the Government Electronics & Information Technology Association, Co-Chair of the Homeland Security Committee for TechAmerica, a member of the Fraternal Order of Former Border Patrol Agents, and the American Society of Fraud Investigators.
Bill Chase is a co-owner of the EnProVera Corporation. He has 42 years of distinguished experience in federal law enforcement investigations, program management, and the government contracting industry. Bill enjoyed an exceptional 24 year career with the FBI where he held numerous leadership positions at both the FBI Headquarters and in the field. Of note, Bill directed the initial response of the Boston FBI Field Office to the 9/11 attacks and subsequently helped lead strategic changes at the FBI necessary to address future threats. In 2003 and 2004, Bill worked at FBI Headquarters where he helped implement the rapid expansion of 60 foreign offices and wrote the plan to coordinate deployment of the FBI’s emergency response capabilities to an act of terrorism anywhere in the world. From 2006 to 2008, Bill was a Special Agent in Charge of the FBI’s Baltimore Field Office where he was responsible for all administrative, criminal, terrorism, and foreign counterintelligence operations in Maryland and Delaware. He managed eight Resident Agency offices manned by over 200 Special Agents and 109 support staff, and a multi-million dollar budget. Prior to this, Bill served as the Special Agent in Charge based in Albany, New York where he managed operations in Upstate New York and Vermont.
Since retiring from the FBI in 2008, Bill has continued his work with the law enforcement community. He served as Vice President, Federal Law Enforcement for i2S and as Director, Federal Law Enforcement Sales for LexisNexis Special Services, where he oversaw contracts with the Department of Justice and FBI. Bill was also the Senior Account Executive for the Department of Justice and the FBI at TASC.
Bill holds a Juris Doctorate from Vermont Law School and a Bachelor of Arts in Political Science from Westfield State University. Additionally, he successfully completed Northwestern University’s Kellogg School of Management course on “Leading Strategic Change” for executives, as well as several courses at the Department of Homeland Security Academy and other federal facilities. Bill has received numerous awards and commendations throughout his career and was recommended for both the FBI Medal of Valor and the Presidential Rank Award for Meritorious Service.
